If i understand this question correctly, the answer to this is as follows.
Imagine yourself facing a river. You can chose to swim, sail, fly over it, maybe take a bridge to pass through to it or in this case senario, go another direction.
what i am saying is that Nirankar gives uncountable opportunities to everyone. You can chose to do it or not. He just give you the direction to the the truth and reality.
Those saints who taken the divine knowledge and have left the mission may have had reasons in doing it. For example, location, language, work or in some case senarios, family opinions. And the truth is, easy way or hard way, we all will come across him personally one way or another in our life time and we Will accept him. Either in the beginning, in the mid or in the last case senario, in the end.
So to answer your question,

its the will of nirankar that everyone be given a chance to knw the truth. Be it one time or be it a 100th time. His will is that we constantly guide our fellow saints to the right direction and let them enjoy his blessings.

As it is said that whatever happens its always according to will of Nirankar. Today morning while travelling to my office I was reading Sant Nirankar magazine of April month, there was an article "Retrieving the lost sheep" by Rev. C.L Gulathi ji in which he has talked about bringing back those saints who have left Mission even after taking divine knowledge.
So, my question is, in this case also there is will of Nirankar?
