Dhan Nirankar Ji,

"Ye Lok bhi sukhi" It means the present time in which we are living is full of contentment.
"Perlok Suhela" It means the time which is just yet to come (Perlok - Future) will also be with full of contentment.

It does not mean out of this couplet that the true happiness in this life and the life after the death.
