Neeraj Ji, in my humble opinion you can find a satisfactory explanation within verse 10 of the Sampuran Avtar Bani.
In this verse we are reminded of the nine elements that exist on our planet Earth. The three at ground level, the three significantly above us and the three in between the other six elements. One of those elements is 'Air'.
It is then further explained that there is a tenth element, which some refer to as the 'tenth door'.
This entity is distinct from all the other entities yet it resides within each of the other elements. That entity is all-pervading and has many names - one of which is 'Nirankar'.
So whereas AIR is one element which exists on Earth, NIRANKAR exists within air, within fire, within water, within sound, within all the other elements and infact within every atom of solar system and beyond.

While it is possible to concive vacuum - which is devoid of AIR, there is no such place which can be considered devoid of NIRANKAR.
While this may be one of the ways to explain omnipresence of NIRANKAR, in fact, NIRANKAR is beyond such comparisons.
Moreover, all such comparisons by individuals are based on the capabilities of their mind and educational or professional background - for example a non-science background person may have difficulty in perceiving VACUUM itself, so in other ways a comparison between GOD and other material things is ultimately futile.
